Abstract
Ditinjau dari keadaan sosio-ekonomi penduduknya, diperkirakan 15,1% atau 27,2 juta masih berada di bawah garis kemiskinan. Penduduk miskin tersebut tersebar di seluruh Indonesia dan tidak hanya berada di desa miskin. Program Kartu Sehat ini sementara hanya mencakup penduduk miskin yang tinggal di desa miskin baik yang di perkotaan maupun yang di pedesaan.
