Abstract
Objetiva-se avaliar a eficiência dos produtores pelas medidas de eficiência técnica e de escala e calcular indicadores de desempenho econômico dos produtores de leite do Município de Sobral, Ceará, Brasil. Os dados são de natureza primária, coletados por meio de questionários junto a 40 produtores rurais do referido município. Participaram da amostra apenas os produtores com produção mínima de 15 litros/dia, visto que as produções inferiores são destinadas, basicamente, para o autoconsumo. Foram determinadas as medidas de eficiência para cada uma das unidades produtivas (Decision Making Unit - DMU), utilizando-se a técnica de análise envoltória de dados (DEA) e o software DEAP v. 2.1, desenvolvido por Coelli (1996). Inicialmente, os produtores foram separados de acordo com o grau de eficiência técnica e, em seguida, comparados por meio de indicadores econômicos, com a finalidade de determinar a magnitude de performance dos eficientes e dos ineficientes. Conclui-se que há predomínio do grupo de produtores ineficientes (escores de eficiência menor do que 0,9), representando 67,5% da amostra. Portanto, é muito baixo o número de produtores eficientes (32,5% da amostra). Regra geral, os produtores eficientes apresentaram bons resultados econômicos. A margem líquida negativa dos produtores ineficientes indica a grave crise que sofre esse grupo de produtores, confirmada pela desvantajosa relação entre o preço de venda do produto e o custo médio de produção.
This study aims to evaluate the producers’ efficiency using measurements of technical and scope efficiencies and calculating indicators of economic performance for milk producers in the municipality of Sobral, Ceará, Brazil. The data type was primary gathered by applying questionnaires to 40 rural producers. The sample included only producers with a minimum yield around 15 liter/day, however yields below that level were consumed by the own farmers. The measurement of efficiency was determined for each one of the production units (Decision Making Unit - DMU), utilizing the technique of data envelopment analysis (DEA) and the Software DEAP v. 21, developed by Coelli (1996). First, the producers were separated according the degree of technical efficiency. After that, they were compared using economic indicators aiming to determine the magnitude of inefficiency performance (scores of efficiency lower than 0.9), which represented 67.5% of the sample. Therefore, the number of efficient producers was very low (32.5% of the sample). In general, the efficient producers showed better economic results. The negative net margin of inefficient producers indicated a serious crisis that they were suffering, which was confirmed by the disadvantageous relationship between the sale price of the product and the average cost of production.
