Abstract
This paper analyzes the advantages and obstacles of how it has been developed linking higher education institutions with the productive and social sectors is performed. Policies to conduct linkage emerged from government esfereas and hence expand to states and universities, perhaps that is the reason for which has not been achieved better results. On this basis, a proposed binding scheme which has a reverse feature, part of the municipalities, the municipalities who are more in touch with the productive sectors, up to the states and regions is performed.
