Abstract
Uno de los aspectos más interesantes para dilucidar, es el referido al contenido de las obligaciones internacionales. Los cambios sufridos:en el orden jurídico internacional en los últimos años pueden considerarse fundamentales, en cuanto influyeron en la consolidación de intereses colectivos comunes a la sociedad internacional y permitieron la aparición de principios generales también comunes a todos los Estados ..Así en el ámbito de la responsabilidad, llevaron a la doctrina a realizar una distinci~'lllentre los ilícitos internacionales, atendiendo a la gravedad de la infracción. Una califica~ión general de "delito" que alcanza a la generalidad de los incumplimientos, y otra, denominada "crimen", referida al incumplimiento de obligaciones más importantes y por ende, más graves.
