Abstract
<p class="MsoNormal" style="text-align: justify; line-height: 150%; margin: 0cm 0cm 0pt;"><span style="font-family: Times New Roman; font-size: small;">A teoria da democracia de: Schumpeter, Sartori, Dahl e Bobbio, busca não identificar-se com a teoria clássica liberal, tentam superá-la em muitos aspectos, porém as características que compõe sua identidade de democracia são certamente alicerçadas nos mais clássicos liberais como: os Federalistas e Tocqueville, onde limita e restringe a democracia a um procedimento estrutural para formação de governos representativos e meramente formais do ponto de vista político-social. Essa social-democracia – ou seria liberal-democracia? – reformista, visa apenas defender o Estado liberal burguês com medidas e arranjos de caráter menos excludentes a parcelas da população, porém com o mesmo verniz elitista da antiga teoria.</span></p>
