Abstract
This article aims to review the literature on the internet and policy. First, we present the triumphalist speech, which defended that digital tools could solve all deficits of democracy. Then we present the apocalyptic literature that attempted to prove that the web not only did not report the earnings defended by the optimistic, but could also cause other ills in society. Finally, we present a third line, which I believe, that does not see the internet as a medium, but as a tool that can be used in certain situations to advance democratic values. We admit, however, that its presence changes the political processes by many new possibilities that this tool entails.
