O trabalho é iniciado pela localização do Estado de Santa Catarina na região sul, entre o Paraná e o Rio Grande do Sul, com uma área de 95.985 km2 "com 3.000.000 de habitantes distribuídos pelos seus 197 municípios" (pág. 7) . A população catarinense é de origem variada, guardando costumes diferentes e exercendo diversas atividades econômicas. O autor esclarece como, na década de cinqüenta, se estabelece a política de desenvolvimento em Santa Catarina, como surgem soluções catarinenses para os problemas sócio-econômicos-culturais, e como pretendem que o Estado participe no cenário nacional
