Abstract
Defisit Anggaran Belanja Negara (APBN) saat ini sudah berada di level yang mengkawatirkan. Hal ini juga dipengaruhi konsumsi Bahan Bakar Minyak (BBM) yang mencapai 1,4 juta barel perhari sementara Indonesia hanya memproduksi 560 ribu barel perhari, sehingga harus mengimpor sekitar 900 ribu barel perhari. Pertumbuhan jumlah kendaraan bermotor yang terus meningkat tiap tahunnya juga semakin memperparah keadaraan. Hal tersebut memaksa pemerintah untuk menaikan harga BBM subisidi per tanggal 22 Juni 2013 lalu. Akan tetapi kenaikan harga BBM subsidi akan kembali terjadi apabila tidak ada langkah riil untuk membatasi dan mengawasi regulasi BBM subsidi. Pada penelitian ini akan mengembangkan konsep sistem pengendali dan pengawasan regulasi BBM bersubsidi yang lebih praktis dan aman menggunakan Surat Ijin Mengemudi (SIM). Pada hasil penelitian sebelumnya masih terdapat kekurangan fasilitas backup data. Karena semua data disimpan secara offline pada SIM maka dikhawatirkan jika SIM rusak atau hilang. Metode backup yang akan digunakan pada penelitian ini adalah dengan mengunakan metode hybrid (online/offline). Pada metode ini data disimpan pada SIM sekaligus pada database online terpusat yang akan dilakukan sinkronisasi pada jangka waktu tertentu dari beberapa database offline. Sehingga diharapkan data tidak hilang ketika SIM tersebut rusak atau hilang.
