Abstract

O artigo propõe pistas para avaliar alguns efeitos so­bre a ordem pública do programa das Unidades de Policia Pacificadora, uma tentativa de mudança no policiamento cotidiano. Apresentado a partir de uma perspectiva histórico-política, o argumento parte do pressuposto de que se produziu uma convivência tensa, conflitiva e altamente fragmentada entre uma gramática dominante, a “linguagem dos direitos”, e uma “linguagem da violência urbana”, que recontex­tualiza a primeira, deformando-a no nível das relações interpessoais. Tal deslocamento tematiza a aguda in­segurança e o medo entendidos como desestabiliza­ção das práticas rotineiras pelo crime violento.

 

The article The UPP Experience: A Stance Taken proposes indications for evaluating some of the effects on public order of the Pacification Police Units program, an attempt to change everyday policing. Presented from an historical-political perspective, the argument is based on the premise that a tense, conflictive and highly fragmented state of affairs has been produced between a dominant grammar, the “language of rights”, and a “language of urban violence”, which re-contextu­alizes the former, deforming it in terms of interpersonal relationships. Such a shift highlights the acute feeling of insecurity and fear understood as routine practices being destabilized by violent crime.
