Abstract
The present paper is devoted to qualitative security which today has to become a topic issue of world security. The opinions regarding the 21st century’s security concept are contradictory since people have different understandings and perceptions of security, respectively insecurity, and do not agree to analyze the
security concept as a function of the system. Our take is that implementation of some new security concepts should aim an analysis and understanding of security in an integrating view, in order to make the most comprehensive security environment possible. Therefore, we do believe that it is necessary to define the concept of high quality security, which is translated in our current paper.
