Abstract
Se enfoca el proceso de deterioro de la participación de las instituciones políticas y
de los políticos ante la ciudadanía, lo que evidencia un proceso de deslegitimación de
estructuras, de actores y de agotamiento que se viene produciendo desde hace varios lustros
y sin que se visualicen a corto plazo nuevas estructuras en el sistema político. El autor
sistematiza la morfología del agotamiento e identifica las tendencias en que se puede apoyar
la reforma la que según su criterio debe basarse en la ingeniería constitucional y apoyar el
proceso de reforma política desde las tendencias de cambio que se expresan en el sistema
político.
