Tulisan ini bertujuan untuk memberikan arah pengembangan perikanan tangkap di Teluk Saleh. Pendekatan yang digunakan adalah analisis agroekosistem yang memformulasikan data dan informasi yang tersedia ke dalam bentuk ruang, waktu, alur, dan kebijakan yang mempengaruhi sifatsifat (properties) dari sistem perikanan yang ada, antara lain produktivitas, stabilitas, sustainabilitas, dan equitabilitas, sehingga terbentuk hipotesis kerja pengembangan perikanan Teluk Saleh. Hasil analisi menunjukkan bahwa adanya beberapa faktor penting sebagai pendukung dan penghambat terhadap empat sifat agroekosistem tersebut. Pertanyaan kunci yang muncul adalah bagaimana memberdayakan faktor-faktor pendukung dan memperkecil faktor faktor negatif yang menjadi penghambat, di mana dengannya proses produksi tidak menjadi eksternalitas antar usaha perikanan, dan teknologi tepat guna apa untuk pengembangannya. Untuk itu, diformulasikan 10 hipotesis kerja dalam rangka pengembangan usaha perikanan tangkap di Teluk Saleh. This paper aimed to provide a development direction for fisheries in the Saleh Bay. The approach used was an agro-ecosystem analysis by which the data and information given were formulated interesting in spaces, times, flow chart, and decision and those will influence the properties of existing fishery system, such as productivity, stability, sustainability, and equitability, from which working hypotheses will be created to improve the Saleh Bay fishing development The results showed that there were some crucial factors supporting and weakening toward the agro-ecosystem properties. A key question determined was how to empower the supporting factors and minimize the weakening factors of the properties fromwhich production processes will not be externality among fishery activities, and what kinds of the proper technologies to develop them. Hence, it’s formulated ten working hypotheses in terms of fishing development activities in Saleh Bay.
