This paper analyses constitutional responsibility of the government and sustains that it is political and juridical, of distant penal and administrative inspiration, and that the procedure used for persecution is impeachment in political trials, demonstrating a typical case of "political justice." Added to the constitutional responsibility of the government are the civil and penal responsibilities of the President and minister's public law
