Abstract
O objetivo principal do artigo é investigar as possibilidades e os limites da construção de um processo de cooperação entre os administradores e políticos responsáveis pela reforma do Estado no primeiro governo do presidente Fernando Henrique Cardoso e as entidades associativas (EAs) dos servidores públicos. O argumento é que a construção deste processo foi limitada e condicionada pela baixa institucionalização dos canais de interação entre governo e EAs, e por processos político-organizacionais que caracterizam a dinâmica interna tanto dos atores governamentais como dos associativos. Para fundamentar o argumento, é realizado um estudo de caso sobre um processo de interlocução entre o Ministério da Administração e Reforma do Estado (MARE), extinto em janeiro de 1999, e o Fórum das Carreiras Típicas de Estado (FCTE).
