Bilbao es, en la etapa que analizamos de hecho, aunque no de derecho, la capital de Vizcaya. En la Villa han fijado su residencia el corregidor y la Diputación general, al tiempo que su Ayuntamiento e Ilustre Consulado son dos instituciones fundamentales en la regulación de la vida política y económica vizcaína.
