Abstract
The growth strategy of the development plan is based mainly on the dynamism of exports and the productivity of the internal market. The weight falls on non-traditional exports, seeking to turn industrial exports into the main source of external income. The biggest problem of the opening<br />is the distortion caused by revaluation, which affects the internal and external competitiveness of the country. Faced with this adverse situation, regional integration has been the main determinant of the dynamism of non- traditional exports. In accordance with its neoliberal vision, the Plan does not define a strategic commercial policy, which makes it not very feasible that the specialization pattern will change in the short termo The viability of the growth strategy depends<br />in the short term on the adjustment of the exchange rate, and in the long term on the consistency of the structural policies, horizontal and vertical, for strengthening the productive, competitive, and technological capacity of the country.
La estrategia de crecimiento del Plan de Desarrollo se basa principalemente en el dinamismo de la exportaciones y la productividad del mercado interno. El peso recae sobre las exportaciones no tradicionales, buscando convertir las exportaciones industriales en la principal fuente de ingresos externos. El mayor problema de la apertura es la distorsion ocacionada por la revaluacion, que afecta la competitividad interna y externa del pais. Ante esta situacion adversa, la integracion regional ha sido el pricipal determinante del dinamismo de las exportaciones no tradicionales. En concordancia con su vision neoliberal, el plan no define una politica comercial estrategica, lo que hace poco factible que el patron de especializacion cambie a corto plazo. La viabilidad de la estrategia de crecimiento depende, en el corto plazo, del ajuste de tipo de cambio, y en el largo plazo, de la consistencia de las politicas estructurales, horizontales y verticales, de fortaleciemiento de la capacidad productiva, competitiva y tecnologica del pais.
