Abstract
O presente artigo analisa os principais caminhos e pressupostos da atuação da Secretaria Especial de Ordem Pública (Seop) no Rio de Janeiro a partir do primeiro governo do prefeito Eduardo Paes (2009-2011), com uma política que ficou conhecida como “choque de ordem”; discute seus fundamentos com base no uso nativo da teoria das “janelas quebradas”, que correlaciona desordem e criminalidade; busca ainda compreender como o status da segurança pública sobrepôs-se às questões da ordem urbana, privilegiando o crime como forma de governo; e propõe pensar suas ações em um continuum entre ordem pública e política de segurança pública.
The paper What is the Purpose of a UOP (Public Order Unit)? Some Reflections on Public Order Policy in Rio de Janeiro analyses the main paths and premises for the role of the Special Public Order Secretariat (Seop) in Rio de Janeiro during mayor Eduardo Paes’ first administration (2009-2011), with a policy that became known as “choque de ordem” (shock and order), discussing its foundations based on the use of “broken windows” theory, which correlates disorder and criminality. It also seeks to understand how the status of public security overlapped issues of urban order, prioritizing crime as a form of government, and proposes that these actions could be perceived as being caught in a continuum between public order and public security policy.
