Abstract
Um desafio imposto aos formuladores de políticas é a proposição de formas de investimento em infra-estrutura, pela ação do Estado, sem que os ganhos derivados da responsabilidade fiscal sejam postos em risco. Este artigo procura desenhar um novo formato de bloco de investimentos, caracterizado pela formação de uma empresa controlada pelo Estado, mas de gestão privada e financiada pelo mercado.
It’s been a challenge to policymakers the conception of forms of infrastructure investment, by the action of the State, with no risks for fiscal responsibility. This article proposes a new shape of investment, characterized by the formation of an enterprise run by the State, but of private management and financed by the market.
