Abstract
In article are considered a place and problems of a program-target method as tool of stimulation of development of national economy. Its basic features, methodological principles and also foreign experience of its introduction are analysed. The essence, the purposes and functions of the state target programs is defined. Classification of the state target programs is considered and methods of an estimation of their efficiency are systematized.
В статье рассматриваются место и задачи программно-целевого метода, как инструмента стимулирования развития экономики страны. Проанализированы основные особенности, методологические принципы, а также зарубежный опыт его внедрения. Определена суть, цели и функции государственных целевых программ, посредством которых реализуется программно-целевой метод. Рассмотрена классификация государственных целевых программ и систематизированы методы оценки их эффективности.
