Between settlements owing to their historical development, there is a contrast on usefulness of the town-planning material and spatial environment created there. In the conditions of formation of post-industrial society, in those settlements in which usefulness of the environment available to inhabitants lower, it becomes a brake for their development, reducing possibilities of formation of their human capital that creates inequality problem between individuals. This inequality becomes a justice object. Therefore it is possible to formulate the basic requirement to features of formation of the human capital which anyway influence practice of town planning, - for development of the person and the country in the conditions of formation of post-industrial society in which the main intensive factor of development is the human capital, it is important that the level of this capital was high everywhere. And the justice measure in the town-planning environment created in any settlement should be coordinated to a possibility of obtaining equal benefits by individuals, from the potential of this Wednesday.
