Abstract
Resumen
Partiendo de las principales limitaciones de los niveles de madurez de gobierno electrónico, adoptados en la mayoría de las iniciativas de los países subdesarrollados, este artículo se propone evaluar referentes modernos, con el objetivo de extraer recomendaciones válidas para avanzar en el despliegue de un gobierno digital a nivel territorial en Cuba fundamentado desde la teoría y la práctica. Se hace énfasis particular en los servicios de trámite y la ventanilla única por su importancia en la etapa de evolución en que se encuentra la nación cubana en el tema de gobierno electrónico. Los dos aspectos claves que aportan los modelos de madurez más recientes que se analizan en este artículo se centran en la sostenibilidad de los servicios y en el uso de los datos para mejorar la calidad de vida del ciudadano y alcanzar una más efectiva gestión en la administración pública. Finalmente, el artículo discute un grupo de perspectivas que habría que considerar en un replanteamiento del gobierno electrónico, atendiendo a los análisis de las buenas prácticas y marcos de referencia evaluados.

Abstract
Starting from the main limitations of the e-government maturity levels adopted in most initiatives, mainly in developing countries, this paper aims to evaluate modern sources of electronic government evolution. The goal is extracting valid recommendations to be applied in the deployment of a digital government at local level in Cuba. Particular emphasis is made on processing services and the one-stop shop due to its importance in the current stage of the implementation of this initiative in Cuba. The two key aspects provided by the most recent maturity models discussed in this article focus on the sustainability of services and the use of data for improving the quality of life of citizen and achieving a more effective management of the public administration. Finally, the article discusses a group of perspectives that should be considered in a rethinking of e-Government, based on the analysis of good practices and the reference models evaluated.
