Abstract
Resumen     La preparación y superación de cuadros y reservas de la Administración Pública es parte integrante de la política de cuadros del Estado cubano y constituye el medio para dotarlos de conocimientos y habilidades para cumplir sus funciones. En este estudio, basado sobre un área territorial se pone de manifiesto la necesidad de prescribir los procesos de aprendizaje con rigor, para un tránsito ordenado por cargos que cumpla un movimiento promocional, proyectado según necesidades. Casos de estudio son desarrollados para detectar los aspectos que pueden ser objeto de mejora. La sistematización que se propone desde el estudio, parte del uso de métodos científicos para proponer un procedimiento en tres fases para la preparación y superación de la reserva de cuadros, con un ordenamiento que garantice la transición objetiva para el cumplimiento de la política de cuadros, en permanente transformación y construcción para un buen desempeño de las organizaciones públicas. Abstract The development of Public Administration managers requires cadres with knowledge and skills to fulfill their functions successfully. In this study, based on a territorial area, it is evident the need to prescribe the learning processes with rigor, for a transit ordered by positions that fulfill a promotional movement, projected according to local needs. Case studies are carried out to detect the aspects that may be subject of improvement. The systematization that is proposed from the study, use scientific methods to propose a procedure in three phases for the preparation of these managers, aiming for a good performance of public organizations.
