Abstract
The progress of a nation is strongly correlated to the development of cities. However, the lack of planning provokes several problems in the realization of projects such as in the case of stakeholder management, which on numerous occasions affects parameters such as time, cost and quality. Infrastructure works use public funds and aim to promote the quality of life. Usually, the implementation of public policies, including urban mobility, is no longer effective to service some groups or not to lose popularity. This paper examines the implementation of the bike lane in recent years in the city of São Paulo, focusing on the importance of stakeholder management in public works and its relationship to project success, through the case study of the implementation of the bike lane in the Higienópolis neighborhood, located in the western part of São Paulo-SP. As a guideline for the case study, the theoretical content inherent to the subject was explored, documentary research was performed and interviews with local traders and Companhia de Engenharia e Tráfego were conducted . It was found that the absence of stakeholder management resulted in the mobilization of a group of businessmen challenging the route. The differentiated involvement of public agencies in the project phases was observed as well as with their stakeholders, and thus, the verification of their success varies according to the opinion of the interviewees.
