The article considers the problem of the Genesis of scientific bases of creation of innovation industrial clusters in the agricultural sector and the food industry on the basis of international experience, as well as scientific studies on the formation of industrial clusters. As a result, identified the key features of formation of innovative agro-industrial clusters. Based on the conducted analysis, formulated the conclusion about the role of government regulation for the formation of the institutional conditions of the Genesis of innovative agro-industrial clusters.
