Abstract
This essay offers reflections on the anthropological contribution to institutional processes of “community participation” in urban-environmental planning in a metropolitan setting. The case presented is of a participation imposed by law, its difficulties and opportunities, from the different and asymmetrical rationalities in the game. Faced with a concrete demand from the State, we analyze methodological possibilities for adopting a process of effective transformation, through the facilitation of organizational culture issues.
