The main goal of this paper is to present the competencies of the Chief Information Officer (CIO), taking into consideration not only the evolution in the area of information and communication technology (ICT), but also, the permanently growing recognition of its role during the latest decades in the public and private
sectors (doubtless with the same evolution pace, and with an important advantage for the latter). An analysis based on the background of the 2016 membership of the USA Federal CIO Council is intended to depict a clearer image about how the
technological knowledge is coupled with the CIO business roles and responsibilities, in order to ensure, in a timely manner, qualitative governmental services for the USA
citizens.
